The Human Freedom Index presents the state of human freedom in the world based on a broad measure that encompasses personal, civil, and economic freedom. Human freedom is a social concept that recognizes the dignity of individuals and is defined here as negative liberty or the absence of coercive constraint. Because freedom is inherently valuable and plays a role in human progress, it is worth measuring carefully. The Human Freedom Index is a resource that can help to more objectively observe relationships between freedom and other social and economic phenomena, as well as the ways in which the various dimensions of freedom interact with one another.

The Human Freedom Index is a composite score of Personal Freedom Index and Economic Freedom Index. The Personal Freedom Index contains 7 sub-indicators which is made up of 27 assessment criteria. The Economic Freedom Index contains 5 sub-indicators which is made up of 25 assessment criteria

The report is co-published by the Cato Institute, the Fraser Institute, and the Liberales Institut at the Friedrich Naumann Foundation for Freedom.

The results for each year pertain to data observations 2 years prior. ex. results for 2020 is based on data collated for 2018.

The Human Freedom Index is a weighted average of the Personal Freedom Index and Economic Freedom Index in the ratio of 50:50. The scores in each year's index are based on observations and data as of 2 years ago.

  • India's performance score on the Human Freedom Index dipped marginally in 2021. India's overall performance score has declined by 8% from 2015 to 2021
  • India is ranked at the 119th position amongst 165 countries on the Human Freedom Index 2021.
  • As quoted in the Human Freedom Index (HFI) report in 2021, "There is an unequal distribution of freedom in the world, with only 14.6 percent of the world’s population living in the top quartile of countries in the HFI and 40.3 percent living in the bottom quartile." The report also stated that jurisdictions in the top quartile of freedom enjoy a significantly higher average per capita income ($48,748) than those in other quartiles.

  • In comparison to its benchmarked G20 peers, India's overall performance score is amongst the lowest with only Turkey, Russia, and China below it on the Index in 2021.
  • India's overall score has been lower than the world average since 2015.
  • Amongst the benchmarked peers, India had the second-highest decline in Human Freedom (-7.8%) while Japan had the highest increase at 7.2% between 2015 and 2021.
  • Switzerland, New Zealand, and Denmark occupied the top three spots in the HFI 2021.
